    The EA addressed proposed actions for updating the Herd Management Area Plan for three agencies (Forest Service, BLM, and National Park Service). The BLM, as lead agency, has authority for population management, establishing appropriate management level (AML), habitat conditions, and monitoring associated with all portions of the PMWHR.
